I’m considering buying these, but my waist size is ~83 cm, which is just between M and L. Which do you suggest going for?

If you have big quads then go with the L. If they are proportional to your waist then go with M.

im considering the medium but how big is the quad section ?

The shorts can stretch but if you have very large quads and your waist is in between M and L, then maybe a larger size is better. You can always tighten the waist with the waist string.
